15.   Edie, John A. "Fiscal agents can be illegal". Foundation News vol. 27 (May-June 1986) p. 62-3.

Abstract: Examines the ways in which it is acceptable and unacceptable to utilize a fiscal agent to fund nonprofits lacking 501(c)(3) status. Improper use could lead to a penalty tax (in the case of private foundations) or a denial of the deduction (in the case of individual or corporate donations). The IRS is vehemently against the earmarking of funds, which they define as any agreement, oral or written, where a contributor causes the selection of a secondary grantee by the organization to which it has originally given the grant (the alleged fiscal agent).
